So the files themselves are present the game just don't recognize them as installed. 2: This is probably the main hang up - the launcher or the game will not let me log in. WebbTry to repair it through Origin. Copying the Smooth Patch to the Game/Bin folder and using that shortcut for the launcher may also help.
